The Theme Development Guide is being rewritten and is expected to be available for shortly after Liferay Portal 4.3.0 is released. Meanwhile check the wiki article Themes

To develop themes for earlier versions check the following resources:

Neither is completely updated as of 4.2 but will serve as an initial explanation of the theme concepts. For everything else use the themes that come bundled with Liferay Portal (mainly classic and brochure) as an example.
