You don't.
Permissions are assigned to roles. Roles are assigned to users, groups, teams, sites, organizations. User inherits permissions from groups, teams, organizations, sites and direct role assignments. For hierarchical cases (i.e. an org hierarchy), user can inherit roles from all of the parent orgs of the org they are in.
