Using Liferay 6.2 and I'm seeing the same issue as in this Liferay bug:

So as a test, I added the Navigation portlet to the default page and then set each column as customizable. I ensured that the Power User, User and Employee roles have "Add to page" and View permissions for the Navigation portlet. However, when a user with Employee role logs in, they still see the blank column in the customizable area.
The Navigation portlet is available when I click Add, Applications and can be added to the page.
Any ideas why my users cannot see the portlets in the customizable columns?
