Liferay is not looking into liferay\tomcat\webapps\myapplication

Liferay is not looking into liferay\tomcat\webapps\myapplication

Hi,
Liferay is deploying the application in webapps folder. But the liferay server is looking for the files in webapps/ROOT/WEB-INF folder and not webapps/myapplication folder. Can somebody help me how to point liferay server to look into webapps/myapplication and not into webapps/ROOT/WEB-INF. Only if i configure portlet.xml and other files under ROOT/WEB-INF then only it is working else not.
