Config Settings for Discussion Forum

I want my sites discussion forum on my site to act just like this one I am posting in. We have not been able to figure out the correct permissions to allow anyone to read the posts but force a user to login when either creating a new thread or replying to a thread. Based on what we have read it should be a matter of turning off anonymous posting.

We want the categories to be controlled by the site admins and we want all the functionality that allow a user to see their my posts and statistics.

Can someone provide the config settings that would be required to achieve/replicate this forum with all its features in my site.
