Unable to use "Forgot Password" functionality if user's password is expired

Hello,
Currently in Liferay, when user with expired password tries to use the "Forgot Password" functionality, it gives them message "Your password has expired. Please contact an administrator to reset your old password". In order to ease the burden from the admin, we would like to still have the user be able to use "Forgot Password" functionality even if their password expired.
Is there any way we can perform this action?
