ResourceBlockLocalServiceUtil not availble in module.

Hi All,
i want use services of ResourceBlockLocalServiceUtil in a module but it is not importing in module.
and i have seen for ResourceBlockLocalServiceUtil class in portal , i found that in portal-kernal.
so can i deploy portal-kernal.jar in deploy folder.?
or is there any another way to import ResourceBlockLocalServiceUtil class in module.?
