Added Translation to Romanian

This is almost complete. Some keys are missing but we are adding those too.
We'll do a revision of the translation. If any changes arise I'll post them.

We just need you to accept the license agreement in order to include your contribution in future releases. (Can you do it in the ticket?)

I have added you to the Liferay Translation Team as the Romanian leader (please, update your profile picture if you want your face to be shown in this page). As you are the leader of this language now, If anyone tries to update this translation I will ask them to contact you first. If you accept their changes, then those will be accepted. Are you fine with this?

I am fine with this. As the leader of the Romanian translation, I'll accept the changes made to it if they are valid.

Is there anything else I should know?
I mean, I still have to create a JIRA issue when I have an improvement like I did here: http://issues.liferay.com/browse/LPS-14679

If there is another flow I should follow please let me know.

We are planning to move to use a online translation tool but I will let you know when that is ready.
