how to disable access on non secure SOAP wsdl allowing only secure wsdl

Hi,

I want to disable access on http://localhost:8080/sample-portlet/api/axis/Plugin_Sample_CustomService?wsdl ( doesn't have to enter credentials but IP should be configured)
at the same time allowing access on
http://localhost:8080/sample-portlet/api/secure/axis/Plugin_Sample_CustomService?wsdl ( Credentials are required along with IP configuration)
