You can use

<a href="https://www.google.co.in/" target="_blank">Google</a>

in CK editor.

I am also facing issue in adding target=" _blank" for <a> tags in Blog entries. It does not save it, and just dissapears. The next time we open the source code it will not be present.

Please let me know if anyone finds any solution for this issue ?
