category.hidden render public

I am using liferay 6.1.1
I would like to see the portlet sites_admin in a community like I do?
How can I move the portlet 134 from category name = "category.hidden" in the file liferay-display.xml, in another class without an error "com.liferay.portal.NoSuchResourceActionException: 134 # ADD_TO_PAGE"?
