Currently, tag permissions (View permission specifically) affect both the abiltiy to use the tag and the ability to view any content using that tag. Within a single community, we need to be able to "assign" tags to roles. For example, we don't want User B to be able to tag something in such a way that it appears in User A's Asset Publisher portlet. Today, this is not possible.

To be honest, I think permissions should be deprecated from tags. If you find yourself doing that you should probably take a look at categories instead. Not sure if categories support what you ask for either but if they don't I would agree that it is a useful feature to add.
