FCKEditor is not persistent. Are there different ones?

I'm having a hard time understanding FCKEditor

I edited fckstyles.xml, but none of my new styles (or even editing existing styles) show up. Is there a trick to this?

Also, I've noticed that the FCKEditor change for no reason. See the below screenshots. Both of these happen at different times when adding a new blog entry. So, the question is, why do 2 different editors show up at different times, and why can't I add/edit any styles in fckstyles.xml?

I think you'll get a better response if you can exactly tell us how to reproduce this.
