How to make the portlets visible in the root panel category in left menu

Hi All,

I have added the multiple portlets in the Root category in the product menu but it is not getting visible.
The portlets are visible only if they are added in the sub categories.
like when i add portlets in the Root category it is not getting shown as shown in the image below.

The second image is one where i added it in the sub panel category.

Please anyone can tell me how to make it visible in the Root category like we have My profile , my dashboard links in the USER category.

Those are not on the root.

The "Edit Policy" is a custom panel category, categories are added to root. The portlets are then assigned to the panel category.
