Honestly, I don't think I understand what you are asking -- but what I think I did gather is that you have:
Layout (Page) -> User Click -> Modal (page functions not available) -> User Click (in popup) -> ANOTHER Popup.
Pretty sure that pop ups that launch new popups would qualify as poor user experience. This isn't necessarily the "answer you are looking for" but is there an option where clicking the link in the popup causes a different layer (in the markup for the popup) to render with the options/actions, rather than trying to launch a second popup?
