Web Content Display - Please help

I installed a bundled version of lifeay 7 from Bitnami. When I drag a web content display portlet on to a page I see a little "+" symbol that lets me add content. When I download and install it the tomcat bundle from the liferay site.....the little "+" symbol is gone and I cannot add content. Can someone please help me figure out why? I would prefer not to use the Bitnami package for my uses. I have attached a screen capture of what I mean.

So the + sign is tied to permissions. Are you logging into the liferay bundle as an administrator?

yes I am. it is the default install with only the admin user in the system.
