Limiting new user abilities

I want to new users to have a bare minimum in terms of ability to customize their portal. Basically, I want them to see the portal as-is, without the Add, Manage, or Toggle Edit Controls in the toolbar.

How do I do that?

How do I do that?

Create a new role say newUser.. assign the permissions in the way you want. Add the role to default user associations.

You can do that by removing power user role for a new user.
