Where exactly does 'portal-ext.properties' go under JBOSS package?

Liferay documentation is all over the place, and half of it does not apply to JBOSS. So, can someone kindly point me to the EXACT folder to stick 'portal-ext.properties'?
It says "put it in the Liferay Home folder"? What folder?
I have:
liferay-portal-6.0.0 >
data
deploy
jboss-5.1.0
license
Should I put that in there? Maybe this is a stupid question but WHY isn't there a 'portal-ext.properties' file just supplied by default (empty) with liferay packages? It would make this so much easier (and save time -- I've been playing around with this simple thing for the past 3 hours...)

should be in liferay-portal-6.0.0/jboss-5.1.0/server/defaut/deploy/ROOT.war/WEB-INF/classes directory.
