Different Rights for public and private pages

Hi,

is it possible to define different rights for public and private pages for a organization or community? Maybe by using different roles?

For example
A user is in organization orga A. He has the role <organization writer> which defines rights for the public pages of orga A like the rights of the system role <organization member>. He also has the role <organization user> which enables him to manage pages for private pages of orga A, change layout and so on.

Is it possible to do so and what do I have to do for that?
