limit organization members rights on pages

I'm struggling to find a way to prevent normal organization members to drag portlets of organization pages, i didn't succeed with custom role creation. As default behavior those members can reorganize the pages and as a result there is no control to the layout because everybody can do everything.
I would apreciate any hint..

by the way, im using liferay 5.2.3
