Organisation dont appear in distribution scope

Hi Guys

I added an annocement portlet to my community "Merlin"

This community has several members (organizations), business, consumer, tm, technical

These organizations all sit under a parent organization "CS"

However when i go to the home page of my merlin communtiy and select the annoucment portlet configuration to select a distributon scope, none of the members appear, yet "CS" does and also two others "customer Exp, and communications" both of which are child organizations of "CS"

I cannot figure out why none of the others appear, they should due to the structure of my heirarhcy.

Any ideas?
