Customize portlet Look and Feel options

Is there an out of the box way to customize the options in Look and Feel for a portlet? I know I can eliminate the Look and Feel option for certains roles in portlet.xml or totally eliminate the option in portal-ext.properties file. What I want to do for example is to not display the text styles tabs or change the options in that are in that tab.

If there is not an out of the box way to accomplish this, how can it be done?

If my understanding is correct, you would like to remove "Text Styles" tab from portlet's look and feel.
If so, you may want to work on ext environment to modify
${your liferay source folder}/portal-web/docroot/html/portlet/portlet_css/view.jsp
which is for look and feel dialog box.
To setup the ext environment on your local, following would be helpful for you.
