New Organization "Publisher" role view problem

Hello -

I've set up a new role I call "Organization Publisher" to allow a person to be able to set up and maintain information associated with organizations only. I've done this to keep from having to grant Administrator rights to this person.

The only issue I have is that prior to setting up this role I had created organizations as the administrator and the person with this special Organization Publisher role cannot view or edit those existing organizations.

I've looked everywhere I can find for permissions settings that may be restricting this user's ability to see and/or edit these existing organizations but cannot find any setting that causes these orgs to show up in the user's Organizations listing in Control Panel. Without it, any administrator that sets up a new organization will not be viewable by the Organization Publisher.

Anyone have any ideas?
