Is it currently possible in Liferay to have workflow / scheduled publishing around site changes .

---------------but if a user makes a change like adding a page, or adding an application to a page, is this possible to be scheduled/approved before it goes live?
yes it is possible.
Goto organisation or community (which ever u require) --> Manage pages --> settings and tick Activate Staging. After activating it , workflow will be displayed (its optional, it have six levels)
After activating the staging , an option "Staging" will be added in your dropdown list under Welcome menu when you go into the particular organisation or community, you can swap from live to staging and publish from staging to live from there.
(Note : only theme will not be having provision for publishing.)
