omniadmin user unable to configure authentication or add users

Are setting LDAP or adding new users considered core portal functions? I made myself an omniadmin, and I am unable to do those tasks. I had to make myself an omniadmin because, after enabling LDAP, the default admin user test was no longer able to log in. I believe this is a bug with 5.2.2. Currently, with LDAP enabled, no one is able to administer Liferay portal.
