Cannot activate Staging for RESTRICTED_TEMPLATE

Hello,
I had a RESTRICTED_TEMPLATE for a community up and working. But I deleted that community it since I was just experimenting. Now when I create the the RESTRICTED_TEMPLATE again, it is not allowing me to activate staging for this. Whenever I click activate staging it says that Communities are temporarily unavailable. But it does work for other communities like when I created the OPEN_TEMPLATE I could activate staging without any problem.
Any tips or suggestions on how I can fix this?? Any help would be greatly appreciated. Thanks
