Web/Journal Content only displayed to Onmiadmins

Hi all,
Has anyone encountered the problem where only Onmiadmins (I think that's what they are called) can view Web Content Display Portlet instances when the instance has not been assigned and article ID.

This breaks a standard workflow process if you have two simple roles, adder/editor and approver. The editor can add content to a page, create a new article (not approve it) and when the return to the page, cannot see the portlet instance to re-config.

I've created an issue http://issues.liferay.com/browse/LPS-2124

Wondering if anyone has encountered this (or fixed it)
