Documents and media workflow

Hello,
I am trying to create a workflow for the documents and media portlet. I want to be able to assign specific roles to view documents that have been uploaded in a doctype. Therefore, they should not have to assign permissions when they upload the document because they will know who can view it just by the doc type it is.
I am confused how I create a new workflow for an existing portlet that is in the control panel (documents and media). When I create a new workflow it asks me to attach it to an existing project but I do not have a project for the documents and media portlet. Do i have to create a hook? If so how do I go about doing this for the documents and media portlet?
