CKEditor is saving "-" as special character "DC3"

Hi,

I am having a problem. My web content has html tag that contains a dash “-“ this dash is saved as special character “DC3” in database.

For example:
<a bspn:tooltip="March Madness is a five-week regional battle for core product supremacy." class="infotrigger" href="/portal/bspnNew/earn/contestsandincentives#marchmadness">March Madness</a>

Will be saved as
<a bspn:tooltip="March Madness is a fiveweek regional battle for core product supremacy." class="infotrigger" href="/portal/bspnNew/earn/contestsandincentives#marchmadness">March Madness</a>

In database. The special character is invisible.

Is this CKeditor or Lifeary issue? How could this be solved?
