Are India's CIGNEX Datamatics and Accenture developers support CE versions?

I heard that developers in CIGNEX Datamatics and Accenture in India offering low priced Liferay CE services overseas. I thought they were liferay partners and were selling only liferay EE versions. Would like to know more about their CE support service if anybody has any information.

We have some projects which we may be interested in off-shoring.

My understanding is that when you become a Liferay partner, by contract you can no longer support CE in your consulting services else you risk loosing your partner status.
