Disallow "Add Structure" and "Add template"

I can disable permission "Add Structure" and "Add template" for "Power User". However, I also wanted those be disabled for "Site Owner". How can i do it because we can not define permission for "Site Owner"? thanks.

You'll have to modify jsp files. I've actually disabled these buttons too because it tends to confuse users.
