Editing page with struts actions directly?

Hi! I have a jsp page in my portlet with some links on it. Links are bind with struts actions. i need to provide admin with ability to delete, create a and maybe edit title of links. Should I provide direct editing of this page (maybe hide some details), like it was a web content? I feel, that implementing a business layer for this with some data storage, like database, for example, would be a better solution.But admin says, that there is not enough data to create database (this too complicated, inadequate solution). Any ideas?
