How to construct a web service portlet via soap

Hi,

could you please help me from where can I download a file for the installation of a portlet on my web page in liferay that utilizes web service via soap?
In case there is no file available could you please advise me how to construct it?

Just download Liferay sdk and dependencies from the following site:
