Navigation show all pages regardless of roles

I am just curious, is there a way to build a menu in velocity that shows all pages in a community regardless of whether the current user has view permissions on those pages?

For instance, if I don't have access to a page in a community, when I loop through navItems it only includes pages that the current signed in user has permissions to view. I want it to show all pages regardless of whether the user has permission to view them? Seems like there must be a way to do this.
