Is it possible forbid deleting users on portal?

Hi,
I would like to ask, if it is possible to disable/forbid deleting users on whole portal? Maybe by adding property to portal.properties or something like this. If it is not possible to change it for whole portal, then I need it at least for Organisation Administrator. He is not suppose to have permission to delete users, only deactivate them.

I 'm using Liferay Portal Community Edition 6.1.2 CE.

I don't have a 6.1 install to reference right now, but you could check on your end if you can set this property.
