Can your portal do that? I have no idea. I mean if you're running it on a single system built around a pentium 5 with a system max of 1g of memory, definitely not. However, if you have your portal on a dynamic AWS setup capable of spinning new nodes up as necessary to deal with dynamic load capacity, proper networking and scaling setup for the database and ElasticSearch, etc., then yes these numbers are easily achieved.
The question, of course, comes down to what kind of infrastructure you have along with what kind of experience you have measuring, monitoring and mitigating capacity planning.
