Doubt in assigning roles

I want to know as an Administrator why I'm not able to assign the role of a USER/GUEST to my User and why only these three(screenshot attached) roles are coming in the options?

The User and Guest roles are special. The Guest role is automatically given to any user who is not signed in and the User role is automatically given to any user who is signed in.
