Not able to create module projects using Developer Studio

Hi All,
I am not able to create a module project using Developer Studio as it is saying error getting project templates.
Alternatively I tried using blade cli it is creating fine.

Don't know about the issue why it is happening.

Do programs connecting to the internet require proxy?

Also can you install a new copy of Eclipse Neon JavaEE and then install the latest Liferay IDE 3.1 Milestone-2 to see if it also has the same problem? https://web.liferay.com/downloads/liferay-projects/liferay-ide
