Liferay 7 GA3 on Tomcat 8 startup

We have just upgraded from 6.1.2 to 7 GA3 and have an issue with startup and loading of OSGI modules. All of our portlets and our theme (from osgi/war) are deployed after tomcat/catalina has started. Because of this, users will see pages missing the portlets or with incorrect theme if they request a page too early after startup. In 6.1.1 the portlets where all loaded before startup of tomcat.

Is there anyway to have the same behavior in 7 GA3 with OSGI?`
