Lost in assigning user roles

In my 7.0.2 CE instance I have one organization with four suborganizations (say A, B, C and D)
I have two sites (say site1 and site2)
I'm able to assign A and B to site1 and I see that the users belonging to A and B are listed as belonging to site1
Now I need to assign to A the permissions to manage pages and web content
Then I need to assign to B only the permission to modify web content already created.
I've read all the chapter at https://dev.liferay.com/discover/portal/-/knowledge_base/7-0/user-management but I was not able to assign roles to the organizations
On single user I was only able to assign site roles
As an example
Mybe I've not correctly understood assignements.
I'm confused. Any help and/or documentation will be greately appreciated

As an example
- Assign users to some kind of grouping (organization, team, ...) - OK
- assign permission to roles (using predefined power user role) - OK
- assign role to group (eg assign power user to organization A) - LOST

Reply to myself
Seems that the only thing that works is:
Not sure if this is the intended behaviour.
Anyone knows another method?
Seems that the only thing that works is:
- create a site role and define permissions
- create a group (seems do not work for organizatons)
- in a site membership add the group
- assign the new site role to user group
