Properties file access from Velocity templates

Hi all.
Is it possible to access a property value set in some kind of properties file (such as 'portlet-ext.properties') from an Apache Velocity template defined within a Liferay Theme plugin project?
Note that I target 'portlet-ext.properties' (which is portlet project specific) and not 'portal-ext.properties' (which is Portal specific).

My objective is that the template where the property appears gets rendered without having to deploy the theme-project each time I want to change the property value.

Any help will be appreciated.
