Liferay 6.2 CE GA2: Recycle bin won't empty itself

Liferay's recycle bin won't empty itself, neither in my development environment nor my production environment. I have the recycle bin activated and on the Recycle bin page, the correct number of days before emptying is visible. In my development environment I have only used the setting found on the Site administration page; in my production environment I have used the setting in portal-ext.properties. Neither are working. Are there a third setting to change, or what else could be the matter?
