Automate Liferay configuration (site / page / portlets)

Hello,
What is the best practice to automate (e.g. script) the configuration of a default Liferay installation ?
(site creation; navigation definition; add portlet in page; ...)

Is it with Hooks ?
I saw also Liferay "UpgradeProcess" or "Scripting Exector web" plug-ins. Which one is the preferred way ?
