Share me the code how to create a dropdown (English, Arabic). So that End user select either arabic or english and the Portal will convert everything based on selection

I don't understand the context that you want to use this in. Have you tried the "Languages" portlet?

Liferay comes with an arabic translations, but it's only beta and not complete. Take a look at the current state and validate the quality for yourself (download is easy). You might need the additional rtl-language app (CE, EE) from marketplace.
