User Group: children pages being added to wrong parent page

I have a scenario where I need to add user to 2 user groups:
Group A: Page 1, Page 2
Group B: Page 3
- child page 1
- child page 2

Note Page 1, page 2 etc are the actual page names and they are unique.

When user is assigned to above 2 groups, for some reason "child page1", "child page2" are being added as child pages to Page 1 (instead of Page 3). I had a look at layout table for this. For some reason it assigns layout id:1 to first page being added and it uses layout id:1 as parent ID for these child pages.

But if I add user to Group B first and then Group A, it works correctly.

Do you know why is this happening? How do I rectify this?

Sounds like a bug. I don't have any advice for you (other than do group B first in the meantime), but you should submit it so hopefully someone can fix it.
