I suggest you please use Liferay Document Library to manage your images and files

User DLAppLocalServiceUtil there are many methods to store the images and files and each file entry have URL to display Images or download files..
Look into DLUtil class for more methods to get URL of file.


example:

DLUtil.getPreviewURL(-----)
