Liferay Portal Enterprise Edition 6.1.20 EE License Error

We have a liferay install (2 app servers with a load-balanced apache front-end) that I've been trying to get working with SSL. I kept backups of the modified portal-ext.properties file, but after backing out the changes I am getting the following license error. On the liferay application servers liferay02 still works correctly, but liferay01 seems to be failing to find a license for port 80. I assume it will work if I can get it to start on 8080 like liferay02. I've looked at the server.xml file in the tomcat/conf directory and the non-working version and the working version on liferay02 are identical. Does anyone have any ideas about where to check?
