When Saml will be available for Liferay C.E 6.1?

i just want to know when Saml plugin will be available for Liferay C.E 6.1.

Liferay.com is only making SAML plugin available on EE. I don't think they are planning on making it available to CE users.

So if i need to implement SAML in Liferay 6.1 C.E ,is there a way for it.Please guide me on this

You can find the SAML specifications from here. As the guy who designed and implemented the Liferay saml plugin I can tell you that it's no trivial task.

In what kind of scenario do you need SAML and still use Liferay CE? We consider SAML enterprise feature and that's why it is only available to our EE customers.

I am new to liferay and testing liferay to get familiar with it so i can use it in my upcoming projects.If i need to use liferay for commercial purpose then do ineed to switch to
EE?

You are free to use Liferay CE for any purpose you want but it's not going to have support or some enterprise features. Well the CE has support other people in the community in these forums.
