Why we use of this "#set" & "$" symbols in portal_normal.vm???

Because *.vm files are velocity files.

Check Apache Velocity manual for what they mean.

These are syntax declarations of velocity script language.
"#" normally used to set the variable declarations and "$" used to get value of particular variables.
