New User Log In Fails

A new user is trying to log into Liferay and the are unsuccessful. We use Windows Active Directory for security and Liferay 6.0.12EE on JBoss. We have never had any issues with users logging into portal. As long as they had a valid user account in Active Directory they could login. I verified the users' login and password myself. I checked the Liferay system log files and there's nothing in there. I'm not sure where to start looking. Can someone give me some ideas on how to troubleshoot this issue?

I'm guessing maybe you're only importing from ldap at startup.

Re-index all of the search indexes, then check the Liferay users control panel and see if the new user is in there.

We don't import all the users at start up. The user does not exist in Liferay (not until one successful login). Should I still try reindexing the search indexes?
